The Current Position
ECHA have published a number of priority lists of candidate Substances of Very High Concern (SVHC). These lists can be viewed by accessing the ECHA website. It is important to note that candidate substances are not restricted at this stage. After further processing by ECHA and with public consultation, a substance may be removed from the candidate list, or it may eventually be placed in Annex XIV, from which point restrictions or even a ban may be imposed. Substances placed in Annex XIV will be subject to Authorisation.
The Hydrocarbon Solvent Producers Association has developed a “Naming Convention” to differentiate refined solvents, of tighter specification, from wider-spec petroleum-type streams, using the opportunities offered in the Guidance for Identification and Naming of Substances under REACH. The HSPA naming convention has been approved by ECHA and several substances have already been registered using this convention. The SIA fully supports this approach, and encourages all potential registrants of solvents to adopt this methodology.
