REACH & You
REACH is the biggest piece of chemical legislation to come into force within the EU. It affects all chemical suppliers, manufacturers, importers and users to some extent. The full impact of REACH will take many years to achieve, nevertheless, as Regulation No. 1907/2006, it came into force on 1st June 2007.
The European Chemicals Agency (ECHA) has been set up to administer the regulations and is based in Helsinki. The ECHA website has a number of useful supporting documents to guide potential registrants through the process. ECHA acts as the facilitator and recipient of registration dossiers. Compliance is monitored by appointed agencies within the member states. In the UK, this is the Health & Safety Executive.
The SIA is working closely with our European Partners through ESIG (European Solvents Industry Group) and HSPA (Hydrocarbon Solvent Producers Association). To this end a number of SIEFs (Substance Information Exchange Forum) have been established. In the European solvents industry, HSPA has established a group called the HydroCarbon Solvents Consortium (HCSC) which comprises a Consortium Manager, Steering Committee, Technical Committee and Category Co-ordinators for all the principle hydrocarbon groups with which the SIA is familiar.
